A Bill is a proposal for a new law or a change to an existing one. A Bill has been introduced in Parliament for debate and decision but has no legal force. A Bill may be introduced by a Member of either House (i.e., a Member of Parliament or a Senator). Please note that a Bill passed in only one House is still a Bill.
