Mrs. Malicia Malcolm Douce is an experienced administrative and public sector professional with over fifteen years of expertise in governance, parliamentary administration, strategic planning, enterprise risk management, monitoring and evaluation, and executive support services. She currently serves as Director of Corporate Services (Acting) at the Houses of Parliament, where she oversees the Registry, Procurement, and Facilities Management branches.
Prior to this role, Mrs. Douce served as Senior Committee Clerk (Acting) to the Public Administration and Appropriations Committee and as a Committee Clerk at the Houses of Parliament, coordinating committee operations, preparing reports and meeting documentation, and supporting parliamentary proceedings.
She also served as a Performance Monitoring and Evaluation Officer at the Ministry of Industry, Investment and Commerce and held several roles within the Ministry of National Security, including Enterprise Risk Management Analyst and Executive Secretary to senior executives. Her work contributed to the development of risk management frameworks, operational planning systems, monitoring mechanisms, and standard operating procedures.
Mrs. Douce possesses strong competencies in strategic coordination, records and information management, procurement oversight, project monitoring, and executive administration. She also gained valuable experience in executive operations and stakeholder relations through positions held at The Mico University College, Ibex Global, and Jamaica Private Power Company Limited.
She holds a Master of Business Administration in General Management from the Mona School of Business and Management and a Bachelor of Science Degree in Computing with Management Studies from the University of Technology, Jamaica.
