First, second and third readings of a bill are the different stages of passing a bill to a law, where the Clerk reads the title of the bill. The first reading is to formally introduce the bill. The second reading is done after the bill has been debated, and the third reading is done after the bill is examined clause by clause and amendments made if necessary. Once the bill is read a third time, it is passed.
